La menace terroriste qui pèse sur le Sénégal devient de plus en plus forte. En témoigne la multiplication d’arrestations de « présumés » terroristes dans la capitale sénégalaise. A quoi peut-on s’attendre dans ce climat mondial d’insécurité ?
Le Sénégal, curieusement à l’abri
Il est jusqu’à présent difficile de déterminer les raisons pour lesquelles le Sénégal est à l’abri des attaques terroristes. Plusieurs hypothèses sont émises à ce sujet, mais rien de vraiment déterminant. En effet, certains attribuent cette paix à l’absence de radicalisme de l’Islam sénégalais. Cela s’expliquerait par la présence des « marabouts » qui plus que des guides spirituels sont perçus comme de véritables régulateurs sociaux. Directement ou indirectement, ces « marabouts » seraient pour la jeunesse sénégalaise des repères vivants.
Pour d’autres, très confiants, cet atmosphère non djihadiste, le Sénégal le doit aux dispositions pratiques sécuritaires prises par les dirigeants au travers des forces de sécurité. Le renforcement du dispositif sécuritaire dans les lieux « dits sensibles », la veille permanente et la politique sécuritaire de l’Etat seraient les forces du Sénégal contre les attaques terroristes. Cette explication est très peu plausible dans la mesure où des géants comme les Etats-Unis, la France, et d’autres encore ont été frappés à plusieurs reprises par ces attaques. Or il n’est plus à démontrer qu’en matière de dispositifs et de dispositions sécuritaires, ces pays surpassent largement le Sénégal.
La thèse la plus partagée de tous, surtout au Sénégal, c’est celle de la protection divine. Ceci se comprend dans la mesure où le pays est à plus de 90 pour cent constitué de croyants. On dira donc que le Sénégal a trouvé « une grâce particulière » aux yeux du Tout Puissant, raison pour laquelle Il le préserve de ces drames contemporains. De toutes les manières, le constat est là, le Sénégal semble à l’abri et on se demande encore pour combien de temps.
Des signes annonciateurs
Malgré la tranquillité qui règne, le Sénégal n’est pas pour autant définitivement épargné. On se rappelle de l’intensification de la menace terroriste l’année dernière, surtout dans la capitale Dakar. Des rumeurs sur une attaque imminente avaient mis tout le monde aux aguets, y compris le gouvernement. Ce dernier avait d’ailleurs pris des dispositions pour faire face à cette éventualité.
A cela s’ajoute les arrestations de présumés terroristes qui troublent le sommeil de plus d’un. Pas plus tard qu’hier, des individus suspects ont été interpellés à ce sujet. Cela prouve que le pays ne manque pas d’être une cible potentielle.
C’est sans oublier la proximité du Sénégal avec des pays comme le Mali et le Nigéria qui comportent déjà en eux des souches non négligeables du terrorisme telles que Boko Haram.
Une chose est sûre, la menace plane et elle ne doit pas être négligée. Il revient aux dirigeants de prendre leurs dispositions pour éviter le pire. Quant aux croyants, l’heure demeure à la prière !
