Athlétisme – Actualités : Lamine Diack soupçonné d’avoir monnayé sa voix pour l’attribution des JO 2020
Et si l’effet « waouh » annoncé par Dick Pound avant le deuxième rapport de sa commission d’enquête indépendante résidait dans une anodine note de bas de page ? Si la conférence de presse, jeudi 14 janvier, de la commission mise en place par l’Agence mondiale antidopage (AMA) n’a pas apporté d’information fracassante, le rapport définitif contient une bombe potentielle pour le sport mondial, dissimulée au bas de la page 34.
La commission d’enquête explique, dans cette note no 36 (voir le PDF), que le président de la Fédération internationale d’athlétisme (IAAF) de 1999 à 2015, le Sénégalais Lamine Diack, aurait usé de son influence en tant que membre du Comité international olympique (CIO) pour apporter à l’IAAF de juteux contrats de sponsoring.
Ce marché présumé aurait été mentionné dans une discussion entre l’un de ses fils, Ibrahima Diack, et la famille de l’athlète turque Asli Alptekin. Selon ses dires, Istanbul, candidate à l’organisation des Jeux olympiques de 2020, a perdu la voix de Lamine Diack au CIO faute d’avoir apporté de juteux contrats de sponsoring à l’IAAF. Des propos à prendre avec précaution. L’objectif du fils Diack étant de faire croire qu’il pouvait étouffer un cas de passeport biologique anormal.
« Il est dit (dans la conversation) que la Turquie a perdu le soutien de LD (Lamine Diack) car ils n’ont pas payé les 4 à 5 millions de dollars de sponsoring à la Ligue de diamant (le circuit majeur de l’athlétisme mondial) ou à l’IAAF », écrit la commission indépendante de l’AMA dans sa fameuse note n° 36. Elle ajoute : « Selon le compte rendu (de la conversation), les Japonais auraient payé une telle somme. Les Jeux olympiques 2020 ont été accordés à Tokyo. »
Quatre des cinq partenaires officiels de l’IAAF sont japonais. Il s’agit de TDK, Seiko, Canon et Toyota.

Une source proche de la commission d’enquête précise au Monde que le sujet n’a pas été creusé car il ne relevait pas de ses compétences, mais que l’information a été jugée suffisamment fiable et intéressante pour être publiée. Rien n’empêche en revanche le parquet national financier, présent à Munich lors de la conférence de presse de publication du rapport, de s’y intéresser.
On ignore sous quelle forme — propos rapportés par les Turcs ou conversations par courrier électronique — la commission indépendante a obtenu ces informations.
Le vote pour l’attribution des Jeux olympiques a eu lieu en septembre 2013 à Buenos Aires. Tokyo a battu Istanbul en finale, avec 60 voix contre 36.
Les échanges entre Ibrahima Diack et la famille d’Asli Alptekin ont commencé trois mois plus tard, en décembre 2013, et se sont poursuivis jusqu’en février 2014. A l’époque, le fils Diack faisait miroiter aux proches de l’athlète, championne olympique du 1 500 mètres à Londres en 2012 et sous le coup d’une procédure disciplinaire pour passeport biologique anormal, qu’il pouvait faire en sorte que l’IAAF abandonne les poursuites.
La famille Alptekin avait alors le sentiment qu’Ibrahima Diack, après son frère Papa Massata Diack, tentait de leur extorquer de l’argent.
N’ayant pas cédé, Alsi Alptekin a été suspendue huit ans par l’IAAF jusqu’en 2021.
